What is Value? (13:30-13:55)

  • Who: Ethan
  • Message: Value is not the same as efficiency, quality, or productivity, although those are all important. Value is a complex concept made up of different elements and can be measured in multiple ways

Ethics & Tradeoffs (13:55-14:20)

  • Who: Jeff @ Pop health
  • Message: What we consider “value” reflects subjective priorities, not just objective data. There are tradeoffs and ethical questions to consider when making decisions.

Strategic Commissioning (14:20-14:45)

  • Who: Andi from HEU
  • Message: How should we make commissioning and decommissioning decisions in practice (new decommissioning framework)

Breakout Sessions (~40min)

1 – Assessing Value in Practice

  • Who: Oxford primary care health econ team
  • What: session on methods for measuring value across different elements of multi-composite value, involving lessons learned from other ICB strategic commissioning groups

2 – Making Ethical Commissioning Decisions

  • Who: Oxford pop health team
  • What: cross-learning discussion session with commissioners to think about where different priorities and ethical questions need to be incorporated in the commissioning decision process

3 – Commissioning for Innovation

  • Who: Rob (ICB) + partners
  • What: Lessons from what has been done, how the ICB/Lab will seed change in partner orgs and support innovative delivery, questions and challenges facing partners outside the health system
