Strategy Board Meeting Summary 19 May 2026
The Strategy Board focused on establishing the governance, priorities and implementation arrangements for ARC TV as it moves into its delivery phase. Members agreed a number of governance refinements, endorsed the proposed Year 1–2 thematic priorities, discussed the integration of lived experience into decision-making and confirmed the next steps to support implementation.

Governance and Terms of Reference
- The Board agreed that the Terms of Reference (ToR) should be strengthened by including a clear description of the decision-making process, outlining how decisions will be reached and communicated.
- Members emphasised the importance of clearly defining the purpose and value of Board membership, including expectations of members and their contribution to ARC governance and delivery.
- A need was identified for a structured process to communicate priorities between ARC TV and partner organisations, ensuring effective system-wide alignment.
Lived Experience
- The Board supported embedding LEAP (Lived Experience Advisory Panel) members across governance, management and research activities rather than maintaining a standalone advisory function, reflecting learning from the previous ARC model.
- LEAP recommended that Strategy Board Public Partner roles should be independent of the LEAP Chair/Co-Chair roles.
- It was agreed that there should be three Strategy Board Public Partners.
- Public Partner positions will be recruited through an open process in autumn 2026, with existing LEAP members acting in these roles on an interim basis.
Thematic Priorities
- Members agreed that the proposed Year 1–2 thematic priorities align well with NHS 10-Year Plan and Integrated Care Board (ICB) priorities and endorsed the proposals.
- The Chair requested a clearer narrative explaining why these themes have been selected.
- Discussion highlighted the need for the ICB to play a stronger role in defining and communicating system priorities to shape ARC TV’s future programme of work.
Resources, Assurance and Implementation
- The Board agreed that ARC TV is ready to move into the implementation phase, despite some remaining recruitment gaps within operational teams.
- The proposed risk management approach was approved, with a risk register to be developed and shared ahead of the next meeting.
Actions
- Share the updated Terms of Reference, incorporating the amendments agreed during the meeting.
- Confirm dates for future Strategy Board meetings and circulate placeholder calendar invitations.
- Develop and circulate the risk register to Board members.
- Develop a Memorandum of Understanding (MoU) setting out how ARC TV and ICB partners will work together.
- Match ICB members to ARC TV thematic priorities to strengthen system engagement and input.
